Setting the Council at each others' throats is never a bad gambit. Particularly when you do have evidence that Dolohov has been less vigourous in the execution of his duties than is expected of him. If he is wavering in his loyalties, this may be the push he needs; if he doubles his efforts to appear loyal, you will not have lost much.
